Carlsbad Tourism and Business Improvement District (CTBID)
Method of Assessment
The CTBID includes all hotel businesses located within the CTBID boundaries. The assessment shall be levied on all hotel businesses, existing and future, within the City of Carlsbad based upon a 2% fee per occupied room per night for all transient occupancies.
Assessment Funding Purpose
To administer marketing and visitor programs to promote the City of Carlsbad as a tourism visitor destination and to fund projects, programs, and activities, including appropriate administrative charges, that benefit hotels within the boundaries of the District.
The CTBID is made up of seven members, three from the largest hotel operators in the city, holding permanent seats, and four selected to represent a cross-section of the remaining Carlsbad hotel industry. All members are appointed by the mayor and confirmed by the City Council.

Duties include, but are not limited to:
Make recommendations to the City Council on the expenditure of revenues derived from the levy of assessments pursuant to this district.
Present an annual report to the City Council for each fiscal year for which assessments are to be levied and collected.
Manage the operation of the CTBID for the benefit of the hotel industry.
